EU4Health funding opportunities for PPE

The EU4Health programme groups all the funding opportunities related to topics related to healthcare in the EU, including research and innovation as well as procurement of medicines, vaccines, medical devices and concerned PPE.

In this Programme, PPE are mentioned in the following topics :

  • CP-g-25-01 : Call for proposals to support the development of innovative medical countermeasures for CBRN (chemical, biological, radiological and nuclear threats) (page 12-13 of the programme). This includes PPE with focus on reusable respiratory PPE and protection suits. It is expected that 1 project will be granted funding for a budget of 1 million euro. The duration of the projects is expected to be 24 months. Proposals can be submitted by single applicants or by a consortium.

Deadline for proposals is 4/12/2025.

Other calls:

  • CP-p-25-35 : Manufacturing investments and manufacturing capacity reservation contracts to strengthen supply of medical countermeasures (page 97 of the programme). This includes also PPE. The actual call is foreseen for Q1 2026.
  • HS-p-25-56 : Study on the application of Regulation (EU) 2022/123 on a reinforced role for the European Medicines Agency (EMA) in crisis preparedness and management for medicinal products and medical devices (page 119-120 of the programme). In this study the Commission wants to explore the need to extend the scope of the EMA to PPE for medical use. It is not yet clear when this call will be opened.

ESF will be following the progress of the opening of the calls.

For stockpiling or funding/support of purchases for healthcare crisis, the EU member states are responsible. The the Commission can possibly have a coordinating role for stockpiling, but the actual stock will even in that case be managed by one of the member states.

We do continue to work with HERA and other Commission services to make sure that PPE are included in their programs.
