On the 14th of November 2025 the EU Commission published the Delegated Regulation (EU)2025/2003, amending the list of dual-use items (original Regulation is (EU)2021/821). This concerns products that can be considered dual-use military/civil.

At least the following sections refer to Personal Protective Equipment :
- Section 1A004 a and b (on page 36 of the English pdf version of the text)
- Section 1A005 (on page 37 of the English pdf version of the text)
- Section 2B352 f (on page 100 of the English pdf version of the text).
These sections cover different types of PPE.
